About the Position
Provides full-cycle recruitment for assigned departments executing day-to-day hiring activities, supporting workforce pipeline development, and advancing City recruitment strategies through community outreach, data-informed practices with a strong commitment to fairness and the candidate experience.

Essential Duties & Responsibilities

Job Duties and Responsibilities


  • Manages a portfolio of active job postings including recruitment planning, advertising, screening, conducting interviews, leading selection discussions, and delivering job offers.
  • Train and support hiring managers on recruitment and selection processes to ensure consistency, fairness and legal compliance.
  • Assist with developing and implementing hiring and selection best practices aligned with the City’s recruitment strategy and brand.
  • Source active and passive candidates.
  • Build and maintain talent pipelines and relationships with community partners, workforce programs, and educational institutions.
  • Represent the City at job fairs, community events, and recruiting functions to promote the City as an employer of choice.
  • Support onboarding activities by guiding candidates through pre-employment steps.
  • Develop and deliver internal training and workshops on topics related to hiring and onboarding.
  • Ensure recruitment activities comply with federal, state, and local employment laws, union contracts, and City policies.
  • Collaborate with the Recruiting Manager and Communications team to support recruitment branding initiatives and consistent messaging.
  • Maintain accurate records and recruitment metrics using the applicant tracking system and prepare reports as needed.
  • Performs related work as assigned

Qualifications

Required Education and Experience


  • Bachelor’s degree from an accredited college or university in human resources, business, general liberal arts, or a related field and 1 to 3 years of human resources experience in recruitment, HR policies and procedures, and onboarding OR,
  • An equivalent combination of education and experience (i.e. one year of relevant full-time experience may substitute for one year of education)
  • Strong written, verbal and interpersonal communication skills
  • Proficiency with Microsoft Office and HRIS/ATS platforms
  • Ability to work collaboratively with diverse populations
Required Licenses or Certifications

  • None
Desired Qualifications

  • Public sector and or/unionized environment experience
  • Human Resources and or Recruiting certification (PHR, SHRM-CP, PSHRA)

Work Schedule

  • Monday - Friday 8:00am to 5:00pm
